A new umbrella resistance structure, the Steering Council for the Emergence of a Federal Democratic Union (SCEF), was formally announced and analyzed in mid-April 2026 following its establishment on approximately March 30. The KNU, KIA, KNPP, and CNF joining the SCEF represents the core of the ethnic-democratic coalition that fought the junta without ceasefire engagement since 2021.
