INE Reform ('Plan A') — Institutional Controversy

AMLO's government passed a reform reducing INE's budget, eliminating proportional representation seats, and changing how INE councillors were selected. Opposition parties, civil society, and the INE itself protested. On February 26, 2023, one million people marched in Mexico City to defend INE — the largest pro-democracy march since the democratic transition. The Supreme Court struck down key provisions as unconstitutional.
