EU-UN Joint Report: Gaza Needs $71.4 Billion Over a Decade for Recovery; Human Development Set Back 77 Years

A joint EU-UN assessment published on April 21, 2026 concluded that Gaza requires more than $71.4 billion for recovery and reconstruction over the next decade — the most comprehensive post-conflict needs assessment since October 7, 2023. Physical infrastructure damage alone is estimated at $35.2 billion, with additional economic and social losses of $22.7 billion. The report found $26.3 billion is needed in the first 18 months for essential services and critical infrastructure. Over 371,888 housing units have been destroyed or damaged, and more than 50% of hospitals remain non-functional. The war has pushed human development in Gaza back by 77 years — erasing decades of progress in education, health, and economic capacity. The EU and UN called for immediate implementation of the ceasefire, removal of humanitarian restrictions, and accountability for violations as prerequisites for any reconstruction. The 2026 Flash Appeal remains only 9.7% funded at $4.1 billion requested, and the $17 billion in Board of Peace reconstruction pledges remain undisbursed pending Hamas disarmament talks.
