Brothers to the Rescue Aircraft Shot Down
Cuban MiG-29 fighters shot down two Cessna aircraft operated by Brothers to the Rescue, a Cuban-American humanitarian group that had been dropping anti-Castro leaflets over Havana. Four Cuban-Americans were killed over international waters. The Clinton administration condemned the shootdown as murder and Congress swiftly passed the Helms-Burton Act.
