Helms-Burton Act Signed
President Clinton signed the Cuban Liberty and Democratic Solidarity (Helms-Burton) Act, codifying the embargo into law and making it virtually impossible for any President to lift it without Congressional approval. Title III allowed US nationals to sue foreign companies 'trafficking' in confiscated Cuban property. Title IV barred executives of such companies from entering the US.
