US-Cuba Migration Accord
The US and Cuba signed a migration agreement: the US would admit a minimum of 20,000 Cuban immigrants per year through legal channels; Cuba would prevent mass emigration. A follow-up accord in May 1995 established the 'wet foot, dry foot' policy: Cubans intercepted at sea would be returned to Cuba; those reaching US soil could stay.
