US Dollar Legalized in Cuba

The Cuban government legalized the possession and use of US dollars in response to the economic crisis of the Special Period. The move recognized the reality of widespread dollar use in the underground economy and created a two-tier currency system. Cubans with relatives abroad gained economic advantages over those without, increasing inequality.
