Evo Morales said the state of exception is no longer being applied, arguing Defense Minister Ernesto Justiniano "is disregarding" it because the government negotiated directly with Marbán producers over the San Pablo bridge blockade in Beni instead of deploying police or military to clear it. Morales called the measure ineffective and warned that extending it for three more months, as the Deputies' Justice Commission proposed Sept. 10, would be "worse."
