Dos Bocas 'Olmeca' Refinery Groundbreaking in Tabasco
AMLO traveled to Paraíso, Tabasco, for the ceremonial groundbreaking of the Dos Bocas refinery (officially the Olmeca Refinery) — Mexico's first new refinery since the 1970s. The project was managed directly by Pemex after AMLO rejected private bids as too costly. The 340,000-barrel-per-day facility was budgeted at 150 billion pesos (~$7.7 billion USD) with a 2022 completion target. Construction began before all required environmental permits were in hand. Final costs ballooned to approximately $16.8–20 billion USD — more than double the original budget.
