Jóvenes Construyendo el Futuro Program Launched
Operational rules for Jóvenes Construyendo el Futuro (Youth Building the Future) were published in the Diario Oficial de la Federación on January 10, 2019. The program connected young people aged 18–29 who neither studied nor worked with registered work centers for up to 12 months of paid apprenticeship, providing a monthly stipend equal to minimum wage plus IMSS health insurance. The program was explicitly framed as a violence-prevention measure targeting the demographic most at risk of cartel recruitment. By 2021 it had registered over 2.3 million beneficiaries.
