Trump hosts founding summit, 17 nations sign Doral Charter

President Trump convened Western Hemisphere leaders at Trump National Doral in Miami on 7 March 2026. Twelve heads of state attended in person (Argentina, Bolivia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guyana, Honduras, Panama, Paraguay, Trinidad and Tobago, and the US), with six more nations signing on (Bahamas, Belize, Chile, Guatemala, Jamaica, Peru), for 17 initial signatories to the Doral Charter. The summit launched both the diplomatic 'Shield of the Americas' forum and its operational military arm, the Americas Counter Cartel Coalition (A3C), with the motto 'We do bad things to bad people.' Kristi Noem was named special envoy.
