Region's three largest economies absent from founding summit

Mexico, Brazil and Colombia — the hemisphere's three largest economies, all under left-leaning governments at the time — were not part of the founding signatories. Mexican President Claudia Sheinbaum said she had rejected a US offer to send troops into Mexico against cartels, insisting Mexico would act on its own with only intelligence-sharing cooperation with Washington.
