Senate Passes National Femicide Reform: Uniform Standards for All 32 States

The Senate approved a constitutional reform establishing uniform national criteria for femicide investigation, classification, and prosecution — replacing the patchwork of state standards that produced reclassification rates ranging from 4.2% (Guanajuato) to 100% (Campeche). All 32 states must adopt the new forensic protocols and minimum sentencing guidelines within 180 days of Diario Oficial publication. The reform was the last major legislative achievement of Secretariat of Women head Citlalli Hernández, who resigned the same day to lead Morena's 2027 election preparations.
