Public Safety Secretary Omar García Harfuch attributed the decline to the continued operation of the National Security Strategy: disrupting cartel leadership structures, deploying 10,000 additional National Guard troops, coordinating intelligence-led operations, and executing 29 high-value cartel transfers to U.S. custody. Security analysts cautioned that the homicide reduction does not capture enforced disappearances, which have continued to rise, and that six states including Sinaloa still report elevated violence.
