Universal Health Credential Registration Opens for Mexicans 85+ — Phase 1 of 120M Enrollment
Mexico launched the first phase of its Universal Health Credential registration on April 13, 2026, beginning with citizens aged 85 and older at over 2,059 Welfare Ministry modules across the country. The credential — created by presidential decree on April 8 — entitles all 120 million Mexicans to access any public health facility (IMSS, ISSSTE, or IMSS-Bienestar) regardless of prior enrollment. Registration continues through April 30, organized by age group and surname initial, with a dedicated mobile app and AI-assisted digital consultations to follow. Full institutional integration is targeted for January 1, 2027. From 2027, the credential will also serve as national official identification. The enrollment requirement is: official ID, certified CURP, proof of address within six months, and a contact phone number. International progressive media framed the initiative as a landmark expansion of universal healthcare, noting the contrast with the U.S. system under the Trump administration.
