Putin decree classifies refinery output, export contracts and tanker-route data

Putin signed a decree barring publication of refinery crude runs and product output, export contract details (volumes, prices, counterparties, vessels, terminals), customs statistics and planned exchange sales of gasoline and diesel, unless companies disclose their own figures. It took effect on signing; the government has 10 days to define covered product codes. The Kremlin cited unfriendly actions by Washington and its allies, and the measure reduces independent visibility into the fuel balance and sanctions enforcement.
