Russia extends diesel export ban for producers through Oct 31, citing harvest-season demand

The government extended its ban on diesel exports by fuel producers to Oct. 31 to maintain stability in the domestic fuel market amid elevated harvest-season demand. Related restrictions remain in force: a gasoline export ban through January 2027, a diesel ban for non-producers through January, and a jet fuel restriction through November. The Federal Anti-Monopoly Service is investigating 58 suspected price-gouging cases at independent station chains, and the national average gasoline price stood at 78.51 rubles per liter as of Sept 14, up 21% since the start of the year.
