Ukraine hits Perm and Novoshakhtinsk refineries again overnight; one killed near Perm

Ukrainian drones struck two more Russian refineries overnight Sept 24-25: Lukoil's Permnefteorgsintez (PNOS) plant in Perm — Russia's seventh-largest refinery by capacity at roughly 13 million tonnes/year, more than 1,500km from the Ukrainian border — was hit for the sixth confirmed time since April 2026, sparking a fire reportedly at its AVT-4/AVT-5 crude distillation units; Militarnyi's cumulative-damage analysis estimates the plant has now lost around 86% of its primary refining capacity across the repeated strikes. Simultaneously, Rostov region's Novoshakhtinsk oil refinery (~7.5 million tonnes/year, roughly 110,000-115,000 barrels/day) was struck for the second time in a month, forcing another suspension of operations; Governor Yury Slyusar confirmed the damage and said air defenses intercepted about 50 drones over the region overnight, with no casualties reported at the refinery itself. Russia's Defense Ministry said 592 drones were intercepted nationwide overnight — among the largest tallies of the campaign — with the same barrage also striking non-fuel industrial and defense sites in Ulyanovsk and Voronezh.
