| Russia Fuel Crisis

Reuters reported, citing industry sources, that Russia's gasoline output fell to roughly 70% of domestic demand by late August after renewed refinery outages in Perm, Nizhny Novgorod and Yaroslavl widened the daily production-demand gap to about 35,000 tonnes, forcing greater reliance on seaborne imports from Asia (~270,000 t in August) and Belarus (~150,000 t).
