Petrol available at just 28% of Russian stations as Moscow queues return

Nationwide petrol availability fell to 28% of filling stations on Aug 20, down from 41% a week earlier, according to the monitoring app Gdebenz — with damaged refineries now accounting for 54% of national refining capacity. Yandex Fuel showed AI-92 available at just 1 in 10 stations in Moscow, where queues formed at pumps for the first time in this wave; Gazprom Neft capped purchases at 40 liters per fill-up and Tatneft at 50 liters of petrol / 60 liters of diesel. Separately, Meduza reported strict fuel-sale limits now cover at least 59 Russian regions, with another 17 seeing localized disruption, and a related motor-oil shortage emerging from a lack of imported additives.
