Estafa Maestra Architect Emilio Zebadúa Faces Anti-Corruption Proceedings
Mexico's Secretariat of Anti-Corruption and Good Governance (SABG) opened administrative proceedings against Emilio Zebadúa González, identified as the principal architect of the 'Estafa Maestra' scheme under Peña Nieto's administration. Zebadúa had previously escaped criminal charges by testifying against SEDESOL Secretary Rosario Robles — who was ultimately acquitted by the Supreme Court in October 2024. The new proceedings targeted the official credited with designing the scheme that diverted MXN $7.67 billion through 11 public universities to ghost companies.
