USMCA Signed: NAFTA Successor Secured Before End of Sexenio

The United States–Mexico–Canada Agreement (USMCA), negotiated by Economy Secretary Ildefonso Guajardo under the leadership of Finance-turned-Foreign Minister Luis Videgaray, was signed in Buenos Aires on November 30, 2018 — the day of the presidential transfer. The agreement modernized the 1994 NAFTA with new provisions on labor, digital trade, and automotive rules of origin. It was Peña Nieto's most significant diplomatic achievement of his final year.
