DOF Publishes Constitutional Reform Postponing Second-Round Judicial Elections to June 2028
The Diario Oficial de la Federación published a constitutional decree on June 2, effective June 3, revising the 2024 judicial-election model. President Claudia Sheinbaum's initiative postpones the second round of federal and local judicial elections — originally scheduled for 2027 — to the first Sunday of June 2028, so the vote does not collide with the 2027 midterm renewal of Congress, governorships, and local legislatures across 17 states. The reform also moves the presidential recall referendum ('revocación de mandato') to 2028 to coincide with the judicial vote, cuts each judicial position's candidate list to two names (chosen by lottery from four finalists), and authorizes the Supreme Court to sit in two sections in addition to full plenary sessions. The decree followed Senate committee approval on May 28 (Puntos Constitucionales 11–5, Estudios Legislativos 10–4) after Sheinbaum sent the initiative on May 20, citing the chaotic, low-turnout (13%) first round of judicial voting in June 2025 as justification for a more orderly second phase.
