NAIM Cancelled — New Airport Controversy
Before his inauguration, AMLO organized a non-binding public consultation that voted 70% to cancel the partially-built New International Airport of Mexico (NAIM) at Texcoco — a $13 billion project 30% complete. International investors lost confidence, Standard & Poor's and Fitch downgraded Mexico's credit outlook. AMLO redirected funds to the Santa Lucía military airbase conversion. The decision cost an estimated $5–13 billion in sunk costs and penalties.
