Pacto por México — Multi-Party Reform Agenda
One day after his inauguration, Peña Nieto unveiled the Pacto por México — a 95-point reform agreement signed by PRI, PAN, and PRD. The pact committed to energy reform, education reform, telecom reform (addressing Slim's monopoly), fiscal reform, and financial reform. It was celebrated internationally as proof Mexico could govern effectively across party lines. Implementation produced mixed results.
