INE Replaces IFE — Electoral Reform
A constitutional reform replaced IFE with the Instituto Nacional Electoral (INE), centralizing electoral administration at the federal level including state elections. The reform created the OPLE (local electoral organs) and gave INE the power to directly organize state elections when local bodies fail. Critics argued the reform centralized power; advocates said it standardized quality. Lorenzo Córdova became the controversial INE president.
