PRI Loses Congressional Majority — Divided Government

In the same 1997 midterm elections, PRI lost its absolute majority in the Chamber of Deputies for the first time since 1929. PAN and PRD together held enough seats to block PRI legislation. This created Mexico's first divided government and required PRI to negotiate with opposition parties. It proved a political turning point toward genuine pluralism.
