Electoral Reform — IFE Gains Full Autonomy
A landmark multi-party electoral reform removed the Interior Minister from the IFE board and created a fully independent council of nine citizen councillors elected by Congress. The reform also allowed the federal district (Mexico City) to elect its own head of government for the first time. Proportional representation was expanded. This reform is credited as the institutional foundation of Mexico's democratic transition.
