Cárdenas Wins Mexico City — First Elected HoG
Cuauhtémoc Cárdenas won the first direct election for Mexico City's head of government with 48% of the vote, following the 1996 reform that ended the appointed regency system. This was the PRD's greatest electoral triumph to that point. Mexico City became a progressive policy laboratory under Cárdenas and successors López Obrador and Marcelo Ebrard.
