Hamas Formally Rejects US 'Board of Peace' Disarmament Proposal in Cairo Talks
Hamas formally rejected the US-led Board of Peace's disarmament proposal in ongoing Cairo negotiations on April 22, 2026. Hamas negotiators stated they would not discuss disarmament until Israel fulfills its Phase 1 commitments — including increased humanitarian aid flow and freedom of movement within Gaza — and until the outcome of separate Iran-related ceasefire negotiations is clarified. Hamas also demanded substantial modifications to the Gaza governance framework proposed by the Board of Peace before any disarmament talks could proceed. The Gaza Government Media Office has documented more than 2,073 ceasefire violations (airstrikes, gunfire, and incursions) since the October 2025 ceasefire was announced. The rejection marks a significant impasse in the US-brokered reconstruction and governance negotiations that have been underway since the Board of Peace's inaugural meeting in Washington in February 2026. The Trump administration had sought Hamas disarmament as a precondition for broader reconstruction funding.
