BINUH/OHCHR Report: 613 Killed in Plaine du Cul-de-Sac and Cité Soleil Since March

The UN's political office in Haiti (BINUH) and Designated Human Rights Expert William O'Neill published a report on August 6, 2026 documenting 613 people killed and 375 injured between March 6 and July 31, 2026 in just two Port-au-Prince neighborhoods — Plaine du Cul-de-Sac and Cité Soleil. Over one-third of victims were not gang-affiliated, including 111 women and 77 children; 176 women and girls were raped by gang members, and 18,000+ people were displaced. The report documents specific atrocities including the execution of two 17-year-old boys on suspicion of gang affiliation, a 71-year-old man killed while requesting food, a woman executed after being unable to answer a gang's questioning, 17 boys aged 15-17 executed together at a trash site, and the June 13 massacre of 61 people (including seven children) celebrating Haiti's World Cup qualification match. O'Neill described the violence as 'wanton, intentional infliction of incredible pain,' with victims frequently caught merely in the wrong place at the wrong time.
