Haitian National Police (PNH) Divisional Inspector Waldeck Valcourt was kidnapped in the Delmas 31 area of Port-au-Prince on August 6, 2026, the latest in a string of high-profile abductions of officials that also included Ecclésiaste Télémaque, chief of staff to the education minister, abducted in the same area on July 24, and James Boyard, chief of staff to the defense minister, abducted June 11 and still held captive as of the report. Civil society figures including Pierre Espérance publicly alleged police involvement in kidnapping networks, saying 'the country's highest authorities know this.'
