Al Jazeera published the full details of the Mladenov disarmament plan on March 26, revealing the three core principles the Board of Peace submitted to Hamas: (1) Sequencing — heaviest weapons surrendered first, including rockets, launchers, and tunnel infrastructure maps; (2) Verification — third-party international monitoring of each disarmament milestone; (3) Reintegration — amnesty pathways and employment programs for Hamas fighters who surrender. The plan was structured across 8 months and conditioned unlocking of the $17+ billion Board of Peace reconstruction fund on demonstrated Hamas compliance.
