Spain and Portugal Join the Community

Spain and Portugal acceded to the European Communities as the 11th and 12th members, completing the Mediterranean enlargement. Both countries had emerged from long authoritarian regimes — Spain under Franco and Portugal under Salazar/Caetano — and accession was seen as a democratic anchor. Their entry also significantly expanded the EEC's southern agricultural sector and prompted complex negotiations over fishing rights and structural funds.
