The Single European Act (SEA) was the first substantial revision of the EEC Treaty. It set a deadline of December 31, 1992 for the completion of the internal single market, introduced qualified majority voting for most single-market legislation (removing the national veto for these areas), formally recognized the European Council, and strengthened the European Parliament's role. It was the legislative engine behind the '1992 project.'
