Luxembourg Compromise — National Veto Preserved
After France's 'empty chair policy' paralyzed Council meetings for seven months, the Luxembourg Compromise was reached. It established that when a member state invokes 'very important national interests,' the Council must reach unanimous agreement rather than use qualified majority voting. This effectively gave each state a veto and slowed Community decision-making for two decades.
