Kagame and Tshisekedi Formally Sign Washington Accords

Presidents Paul Kagame and Félix Tshisekedi signed the Washington Accords at a Washington ceremony hosted by Secretary of State Marco Rubio with President Trump as witness. Kagame credited Trump and Rubio for creating "a new and effective dynamism"; Tshisekedi pledged to honor the accord's terms.
