Spain Plans Mainland Transfer of 500 Migrant Girls Over EU Objection

The plan proceeds despite the EU backing repatriation of unaccompanied minors to Morocco instead. Madrid separately readies a royal decree-law mandating solidarity-based reception of minors across Spain's autonomous communities plus expanded family foster care, after national police had identified and handed over 2,168 minors to the Ceuta government as of August 18. Several autonomous communities have already said they will not take in minors from the Ceuta crossing; the central government accuses them of a lack of 'solidarity.'
