Spain Declares Ceuta 'Back Under Control'

The Spanish government says the situation in Ceuta is back under control, noting that the great majority of the more than 50,000-70,000 people who crossed in late July have returned to Morocco, voluntarily or otherwise. Ceuta's mayor Vivas maintains the city is still in a state of humanitarian emergency given the 3,000-5,000 migrants who remain, ongoing reception-centre strain, and the continued Italy-Spain and wider Schengen border-check dispute now entering its fourth week.
