After weeks of publicly aired tensions — the PVEM congressional bloc leader Jesús Sesma complained the Brugada government had 'frozen' its relationship with legislators and excluded the Congress from World Cup 2026 planning — Jefa de Gobierno Clara Brugada convened all parliamentary group coordinators at the Old City Hall (Antigua Casa de la Ciudad) adjacent to the Zócalo on May 6–7. The meeting, her first formal dialogue with the full legislative body in 18 months in office, resulted in the establishment of a permanent dialogue table. The PVEM's Sesma acknowledged Brugada's 'will to govern with the Congress.' The breakdown had threatened the government's legislative agenda, including the rent-cap constitutional reform and an extortion-penalty bill. Brugada's approval rating stood at 61% in March 2026 — the lowest of her term — partly attributed to the legislative dysfunction.
