Jefa de Gobierno Clara Brugada submitted a constitutional amendment proposal to the CDMX Congress that would cap annual rent increases to the official inflation rate, establish a 'right of neighborhood rootedness' (arraigo vecinal), and require the government to build more affordable housing. Backed publicly by President Claudia Sheinbaum, the reform would make CDMX the first city in the world to enshrine a rent cap in its constitution. The bill was referred to the Constitutional Points and Housing committees for analysis. About 2 million CDMX residents — roughly 1 in 4 — live in rented housing, and rents across the city have doubled over the past decade. Gentrification pressure is most severe in Roma Norte, Condesa, and Polanco, where international remote workers and digital nomads have driven displacement of long-term residents.
