Zimbabwe Formally Enters NDB Membership Accession Negotiations

Zimbabwe began formal accession negotiations to join the New Development Bank in late May 2026. The NDB Board of Directors had formally authorised commencement of membership negotiations with Harare on May 15, 2026 — the day of the NDB 11th Annual Meeting in Moscow. By May 26, Zimbabwe's Finance Minister Mthuli Ncube publicly confirmed the country was in active talks. If completed, Zimbabwe would become one of the first sub-Saharan African nations (outside founding member South Africa and Egypt) to join the NDB — a signal of the bank's expanding continental reach. Zimbabwe has long sought access to development finance outside IMF conditionality, and NDB membership would open a dedicated project pipeline. The NDB board authorisation followed Zimbabwe's recognition as a BRICS-orbit partner economy at the Kazan 2024 summit. Zimbabwean reformers view NDB affiliation as a path toward infrastructure financing independent of Western lender requirements currently constraining Harare's sovereign debt restructuring efforts.
