Government Issues Decree 5698, Raising Subsidized Diesel Cap for Small Producers to 2,500 Liters

President Paz promulgated Supreme Decree 5698, letting small agricultural producers registered in the Unified Agricultural Regime (RAU) or holding a Tarjeta de Control buy between 121 and 2,500 liters of diesel per month at the subsidized Bs. 9.80/liter price by presenting only their ID card or the Tarjeta, up from Decree 5676's 120-liter monthly cap. Bolivia's tax service will send the National Hydrocarbons Agency a monthly list of RAU-registered producers to enable their IDs at the pump; fuel must be for own consumption. The measure responded to small-producer complaints that Decree 5676's original cap was too low for the winter sunflower and sorghum harvest, though it left the decree's Bs. 18/liter large-consumer tier unchanged.
