Constitutional Electricity Reform Rejected by Lower House
In a vote of 275 in favor and 223 against on Easter Sunday, the Chamber of Deputies rejected AMLO's constitutional electricity reform, which would have made CFE the dominant market player by limiting private generation to 44% of capacity. A two-thirds majority (~334 votes) was required; AMLO fell short by approximately 60. The opposition — PAN, PRI, PRD, Movimiento Ciudadano — voted in a unified bloc, the most disciplined display of opposition to AMLO in his term. AMLO had deliberately scheduled the vote for Easter Sunday to pressure opposition members.
