UN Report: Taliban Relocated 2,000 TTP Fighters, Warned Group to Halt Pakistan Attacks

The 38th report of the UN Security Council's Analytical Support and Sanctions Monitoring Team, covering December 16, 2025 to June 9, 2026, found that Taliban authorities continued supporting the Tehreek-e-Taliban Pakistan (TTP) even as they took steps to rein in the group: relocating roughly 2,000 TTP fighters and family members from the Pakistani border further into Afghanistan, and Taliban supreme leader Hibatullah Akhundzada reportedly warning TTP leadership through back-channel communications to halt attacks on Pakistan or lose Taliban support. The report said the overall terrorist threat emanating from Afghanistan remained largely unchanged, cited growing operational links among TTP, al-Qaeda, ISIS-K, and the Balochistan Liberation Army, noted TTP's announcement of a restructured command including a self-styled 'TTP Air Force,' and said al-Qaeda publicly endorsed TTP operations against Pakistan for the first time in April 2026.
