Haiti: Military Coup Ousts Aristide; CIA Link
Haitian General Raoul Cédras overthrew President Jean-Bertrand Aristide—Haiti's first democratically elected president—on September 30, 1991. Subsequent investigations revealed that Emmanuel Constant, founder of the FRAPH paramilitary group that terrorized Haiti under the junta, was on the CIA payroll. The US imposed economic sanctions on Haiti but was slow to act against the coup leaders.
