Ukraine Strikes Perm Oil Refinery 1,450km Inside Russia, Ulyanovsk Missile-Parts Plant and Voronezh Rubber Plant

Ukrainian long-range drones struck at least four Russian regions overnight on September 25: the Lukoil-Permnefteorgsintez oil refinery in Perm Krai, roughly 1,450 km from the Ukrainian border, catching fire and killing 1 person; the Iskra plant in Ulyanovsk (~800 km from the border), part of the Almaz-Antey defense conglomerate and a supplier of components for Kh-59M2 guided missiles, injuring 8 people including a child; the Voronezhsintezkauchuk synthetic rubber and rocket-propellant plant in Voronezh, injuring 13 people including a child and damaging nearby apartment building facades and vehicles; and the Novoshakhtinsk oil products plant in Rostov Oblast, which halted operations after a fire with no casualties reported. Russia's Defense Ministry said it intercepted 592 Ukrainian drones overnight across the affected regions, occupied Crimea and the Black Sea.
