US Adviser Boulos Proposes Sudan-Wide UN Arms Embargo Covering Drones at Security Council
US Senior Advisor for Africa Massad Boulos presented a draft UN Security Council resolution on August 24, 2026 to expand Sudan's Darfur-only arms embargo (set to expire September 12, 2026) to cover the entire country and explicitly include drones, drone systems, and related technologies, citing OHCHR data that armed drones killed over 1,120 civilians in the first half of 2026 — roughly 80% of recorded civilian deaths in that period. Sudan rejected the proposal as equating the national army with the RSF paramilitary and undermining sovereignty; Russia and China, both veto-holding council members, opposed the expansion, with Russia calling Western sanctions 'economic strangulation.' France backed the US proposal and Denmark pledged $15.6 million in additional humanitarian aid. Sudanese army chief Gen. Abdel Fattah al-Burhan dismissed the sanctions threat the same day at a Khartoum police graduation ceremony, vowing to continue fighting until 'every inch' of RSF-held territory is recaptured.
