EU Imposes Sanctions on Seven Sudan Conflict Principals — Hemedti's Brother and SAF-Allied Commander Among Those Blacklisted

Those sanctioned include Major Algoney Hamdan Dagalo Musa — Hemedti's brother and a senior RSF military commander with direct responsibility for RSF operations in Darfur — and Al-Misbah Abu Zaid Talha, commander of the SAF-allied Al-Bara' ibn Malik Battalion, an Islamist paramilitary formation implicated in atrocities and human rights abuses. The EU designation marks a notable step by a major international actor to hold both SAF-aligned and RSF-aligned actors accountable simultaneously, contradicting earlier diplomatic postures that avoided sanctioning the internationally recognized SAF side. The sanctions include travel bans and asset freezes. The EU action follows the US designation of RSF genocide in January 2025, US Treasury OFAC sanctions on RSF gold-linked entities in April 2026, and the broader international push to impose consequences on both sides following three years of impunity. The simultaneous designation of an RSF figure and a SAF-allied commander signals EU intent to address the broader ecosystem of armed actors enabling the conflict beyond the SAF-RSF principal dyad. Al-Misbah Abu Zaid Talha's battalion has been linked to enforced disappearances and summary executions in areas claimed from RSF around Khartoum. The RSF condemned the sanctions as a Western interference campaign; the SAF government had no immediate public reaction.
