Day 709 — Economy Secretary Details Digital Economy Law, Sheinbaum Announces Zero VAT Rate for Books
Also at the September 10, 2026 mañanera, the Secretariat of Economy detailed the Digital Economy Law for Digital and Electronic Payments — sent to the Chamber of Deputies alongside the 2027 Economic Package — which sets phased targets and timelines to shift public institutions, private companies and priority sectors from cash toward digital and electronic payment methods, with incentives and training tools aimed at helping micro and small businesses adopt secure electronic collection without hurting their income. Officials said more than 4.1 million taxpayers would benefit from simplified, fully digital tax procedures, including small businesses newly able to pay income tax on a quarterly rather than monthly basis. Separately, Sheinbaum announced books will be subject to a zero VAT rate rather than the standard exemption, allowing bookstores and publishers to recover VAT paid on their own expenses without the retail price to readers increasing.
